Argus Open Numerical Environments is a family of pre- and post-processors which may be used (1) to prepare and send GIS data to any numerical model which uses grids or triangular/quadrilateral FE meshes; (2) as an integrated application (eg with MODFLOW); (3) as an application development environment.

Argus ONE is a commercial product, but there is an evaluation version (limited to 625 gridblocks) available for download, as well as documentation and several other utilities. Prices are modest, and student discounts are available. There is an anonymous FTP download site at ftp.argusint.com/pub.
