HOMARD is an acronym for "Outil de Maillage Adaptatif par Raffinement et Déraffinement". (In English, "Tool for Adaptive Meshing by Refinement and Unrefinement".) This is a commercial product for adaptive 2D (triangular) and 3D (tetrahedral) meshes.
